They're teammates! They're friends! Joey is queer! Canonically!!
Okay so Joey is canonically mute after getting kidnapped as a child (thanks, Dad) and uses ASL and an AAC device (in the 80s comics, at least) to communicate. Dick canonically knows ASL for his semi-verbal sister Cass. They're canonically both members of the Teen Titans in comics that were published before Cass existed, and definitely before she was adopted into the Wayne/Bat family. It doesn't take a huge leap to imagine that maybe, just maybe, Dick could have learned ASL for Joey and then gotten another chance to use it once he had a new, semi-verbal little sister.
Another potential point of connection: Joey was in a relationship with someone easily twice his age, David Isherwood, who said that nothing happened between them until he was 21 but also made sure to keep their relationship a secret from Joey's parents, and there's definitely some evidence that the "nothing happened until 21" thing wasn't true anyway, given a photo in the comics that shows how Very Close they were on his 21st birthday (I think literally kissing but my memory is like swiss cheese). Joey canonically has issues that stem from their relationship even after it ended. Meanwhile, Dick is canonically a SA survivor, and obviously deals with the repurcussions of that. They would both struggle with meaningful relationships, either romantically or sexually or both, and they both have a deep level of trust and respect for each other after working together for years as Nightwing and Jericho.
Explicitly including the idea that all clones are cis men due to being clones of a cis man, even if no individual trans clones are explicitly featured or mentioned; romantic clonecest (sexual only, please, close platonic or queerplatonic bonds are super encouraged); Order 66 ("better world" AUs are welcome), Anakin Falling, Tusken massacre; one-dimensional commentary on the Jedi, positive commentary on the New Mandalorians (eg. "pacifism is the answer" etc.), negative commentary on the True Mandalorians (eg. "being a warrior culture is harmful" etc.) - for all of these I mean both by the focus characters and in the prose itself.
Listen, fanon has already established that Quinlan hating clones just for being clones is weird and pointless, and has also established Quinlan/Fox being a very popular ship. So what about his canon Commander, Faie? A no-nonsense, get-it-done sort of man, more than ready to reel Quinlan in when his ideas get a little too wild. There are so many opportunities for slowly peeling away that hard outer shell on both sides of the relationship, chances for their bond to be cemented in blood and their shared care for the special ops team they lead... hnnngh.
